Any change in rates and charges will not become effective until authorized and approved by the Public Service Commission. Anyone desiring to protest or intervene should file a written protest or notice of intervention within twenty-five (25) days following the date of this publication, unless otherwise modified by Commission order. Failure to timely intervene can affect your rights to protest any rate changes and to participate in future proceedings. Requests to intervene must comply with the Commission's rules on intervention. On July 17, 2024, Hope Gas, Inc. applied to the WV Department of Environmental Protection, Division of Air Quality (DAQ) for a permit to construct a natural gas compressor station (Underwood Compressor Station) located at 38 Carnegie Road, Farmington WV 26570, in Marion County, West Virginia. The latitude and longitude coordinates are: 39.505858, -80.284013. A preliminary evaluation has determined that all State and Federal air quality requirements will be met by the proposed facility. The DAQ is providing notice to the public of an open comment period for permit application R13-3681.

The following potential emissions will be authorized by this permit action: Volatile Organic Compounds, 33.16 tons per year (TPY); Particulate Matter, 0.05 TPY; Nitrogen Oxides, 0.08 tons per year (TPY); Carbon Monoxide, 0.06 TPY; Total Hazardous Air Pollutants, 7.46 TPY.

Written comments or requests for a public meeting must be received by the DAQ before 5:00 p.m. on Monday, September 9, 2024. A public meeting may be held if the Director of the DAQ determines that significant public interest has been expressed, in writing, or when the Director deems it appropriate.

The purpose of the DAQ's permitting process is to make a preliminary determination if the proposed modification will meet all state and federal air quality requirements. The purpose of the public review process is to accept public comments on air quality issues relevant to this determination. Only written comments received at the address noted below within the specified time frame, or comments presented orally at a scheduled public meeting, will be considered prior to final action on the permit. All such comments will become part of the public record.
